Linguists intuitions about language change can be captured by adynamical systems model derived from the dynamics of language acquisition.Rather than having to posit a separate model for diachronic change, as hassometimes been done by drawing on assumptions from population biology (cf.Cavalli-Sforza and Feldman, 1973; 1981; Kroch, 1990), this new modeldispenses with these independent assumptions by showing how the behavior ofindividual language learners leads to emergent, global populationcharacteristics of linguistic communities over several generations. As thesimplest case, we formalize the example of (...) two grammars and show that eventhis situation leads directly to a nonlinear (quadratic) dynamical system.We study this one parameter model in a variety of situations for differentkinds of acquisition algorithms and maturational times, showing howdifferent learning theories can have very different evolutionaryconsequences. This allows us to formulate an evolutionary criterion for theadequacy of grammatical and learning theories. An application of thecomputational model to the historical loss of Verb Second from Old French toModern French is described showing how otherwise adequate grammaticaltheories might fail the evolutionary criterion. Recent data breaches underscore the importance of organizational cybersecurity. However, the high costs of such security can force chief financial officers (CFOs) to make difficult financial and ethical trade-offs that have both business and societal implications. We employ a 2 × 2 randomized experiment that varies both an observed scenario CFO’s investment decision (invest/not invest in security) and organizational outcomes (positive/negative) to investigate these trade-offs. Participant managers assess the observed CFO’s investment behavior and indicate their own intentions to invest. Results (...) indicate that when the observed scenario CFO invests in security, managers primarily follow their peers when making investment decisions. However, when the observed CFO does not invest in security, managers make their own decisions by engaging in more in-depth reasoning that includes assessment of the seriousness of consequences, as well as the ethical and societal considerations. Meaning in literary texts such as poetry and novel etc., is not determined on the basis of a literal understanding of the words in it, but through a total evaluation of the devices such as metaphors and similes. This paper deals with metaphor to show its significance, to make us aware that metaphoric expressions do give a different kind of knowledge, and to pave the way to disclose a different kind of truth which is perhaps, more valuable than what the (...) literal sense provides. Ordinarily metaphorical use is taken for rhetorical purposes. Literalists of the Western and Indian philosophical traditions believe that it is only the literal or primary meaning that can give us a precise account of language. Metaphors are viewed by them as fuzzy, lies, not corresponding to actual states of affairs, non-propositional in character, not having truth-conditions, and thus not providing us with any knowledge or truth. However, this paper tries to work out the fundamentality of metaphor, how metaphor widens our experience of the world, and how it has the power to take us to an alternative world to introduce with some new truth by exploring certain notions of the Indian aestheticians. [opening paragraph]: Dr. Ramachandran is a distinguished researcher in the field of cognitive neuroscience whose work is grounded in impressive clinical data. As a scientific materialist, he has provided powerful arguments against the metaphysical notion of the ‘self', suggesting that our consciousness is really a biological function of the brain. He and his collaborator, William Hirstein, have now turned to human artistic activity, putting forward the argument that it is essentially a product of neural mechanism. They employ the experimental ‘peak (...) shift effect’ to sustain this hypothesis. The experiment demonstrates that a rat's cognitive achievements are related to the reward it receives for discriminating different shapes. Applying this principle to human responses to the visual image, they argue that certain simplified and exaggerated images, as for instance, caricature, appeal to our emotions and have the innate ability to give us pleasure. Furthermore, the binding of correlated features creates unitary objects that provide further grounds for aesthetic appeal. This is because, given our limited ability to concentrate, the most appealing art is one that produces heightened activity within a single dimension. (shrink)

C HL is Noam Chomsky's shorthand for "Single Computational System of human language." C HL is that part of the faculty of language (FL) that integrates lexical information to form linguistic expressions at the interfaces where language interacts with other cognitive systems. In this paper, I am asking whether the elements of FL are dedicated to language alone, or whether significant parts of FL might apply beyond language. From a close examination of the properties of the principles of C HL (...) , I argue that they might well apply to a class of natural symbol systems that includes language and other cognitive systems. This issue of linguistic specificity differs from a similar issue raised recently by Chomsky. For Chomsky, while the "elements" of the linguistic system per se are drawn from all over nature, general principles of computational efficiency control the operation of the system. Currently, there is little empirical motivation for this vast generalization to all of nature. The more restricted generalization proposed here looks better suited to the current form of inquiry on language and related system. (shrink)

The advent of the intelligent robot has occupied a significant position in society over the past decades and has given rise to new issues in society. As we know, the primary aim of artificial intelligence or robotic research is not only to develop advanced programs to solve our problems but also to reproduce mental qualities in machines. The critical claim of artificial intelligence advocates is that there is no distinction between mind and machines and thus they argue that there are (...) possibilities for machine ethics, just as human ethics. Unlike computer ethics, which has traditionally focused on ethical issues surrounding human use of machines, AI or machine ethics is concerned with the behaviour of machines towards human users and perhaps other machines as well, and the ethicality of these interactions. The ultimate goal of machine ethics, according to the AI scientists, is to create a machine that itself follows an ideal ethical principle or a set of principles; that is to say, it is guided by this principle or these principles in decisions it makes about possible courses of action it could takea. Thus, machine ethics task of ensuring ethical behaviour of an artificial agent. Although, there are many philosophical issues related to artificial intelligence, but our attempt in this paper is to discuss, first, whether ethics is the sort of thing that can be computed. Second, if we are ascribing mind to machines, it gives rise to ethical issues regarding machines. And if we are not drawing the difference between mind and machines, we are not only redefining specifically human mind but also the society as a whole. Having a mind is, among other things, having the capacity to make voluntary decisions and actions. The notion of mind is central to our ethical thinking, and this is because the human mind is self-conscious, and this is a property that machines lack, as yet. (shrink)

The forms of liberal government that emerged after World War II are in the midst of a profound crisis. In I Am the People, Partha Chatterjee reconsiders the concept of popular sovereignty in order to explain today’s dramatic outburst of movements claiming to speak for “the people.” To uncover the roots of populism, Chatterjee traces the twentieth-century trajectory of the welfare state and neoliberal reforms. Mobilizing ideals of popular sovereignty and the emotional appeal of nationalism, anticolonial movements ushered in (...) a world of nation-states while liberal democracies in Europe guaranteed social rights to their citizens. But as neoliberal techniques shrank the scope of government, politics gave way to technical administration by experts. Once the state could no longer claim an emotional bond with the people, the ruling bloc lost the consent of the governed. To fill the void, a proliferation of populist leaders have mobilized disaffected groups into a battle that they define as the authentic people against entrenched oligarchy. Once politics enters a spiral of competitive populism, Chatterjee cautions, there is no easy return to pristine liberalism. Only a counter-hegemonic social force that challenges global capital and facilitates the equal participation of all peoples in democratic governance can achieve significant transformation. Drawing on thinkers such as Antonio Gramsci, Michel Foucault, and Ernesto Laclau and with a particular focus on the history of populism in India, I Am the People is a sweeping, theoretically rich account of the origins of today’s tempests. In developing quality-of-life indices, he pays particular attention to the natural environment, illustrating how it can be incorporated, more generally, into economic reasoning in a seamless manner. Professor Dasgupta puts the theory that he develops to use in extended commentaries on the economics of population, poverty traps, global warming, structural adjustment programmes, and free trade, particularly in relation to poor countries. We argue that the Aharonov-Anandan-Vaidman model, by using the notion of so-called “protective measurements,” cannot claim to have dispensed with the ldcollapse of the wave function,” because it does not succeed in avoiding the quantum measurement problem. Its claim to be able to distinguish between two nonorthogonal states is also critically examined.

Recent years have featured a leap in academic and public interest in Corporate Social Responsibility (CSR) activities and related corporate reporting. Two main themes in this literature are the exploration of management incentives to engage in and disclose this information, and of the use and value of this information to market participants. We extend the second theme by examining the interest that specific investor classes have in the use of CSR information. We rely on feminist intersectionality, which suggests that gender (...) intersects with other identities to yield different values, experiences, and opportunities that can lead to gender-based preferences for CSR information. Based upon a survey of 750 US-based retail investors, we find that female retail investors have a greater interest in the use of CSR information, relative to male retail investors. Women express greater anticipated future demand for this information than do men. Further, the magnitude of the increase from current use to anticipated future demand is greater for women than men. Age is a significant modifying factor in that the discrepancy between women of any age and older men is greater than that between women and younger men. Finally, women also exhibit greater demand for streamlining of the information flow, consistent with pressures induced by time poverty. It appears that current disclosure practices provide a less than optimal match with the needs of the information consumers that are primarily interested in using this information. This mismatch may result in a systematic disenfranchisement of female investing classes which suggests an ethical need to level the playing field. (shrink)

A proposal that the biolinguistic approach to human languages may have identified,beyond the study of language, a specific structure of the human mind.

Fat stigma is pervasive. Being fat is widely regarded a bad thing, and fat persons suffer numerous social and material disadvantages in virtue of their weight being regarded that way. Despite the seriousness of this problem, it has received relatively little attention from analytic philosophers. In this paper, I set out to explore whether there is a reasoned basis for stigmatizing fatness, and, if so, what forms of stigmatization could be justified. I consider two lines of reasoning that might be (...) advanced to defend fat stigma. The first is broadly consequentialist. It seeks to justify stigmatizing fatness based on the public health benefits that might be produced by doing so. The second argument takes stigmatizing fatness to be a warranted response to the morally blameworthy failure to slim down exhibited by fat persons. Clarifying and assessing each of these two lines of reasoning is the main task of this paper. I argue that, upon careful examination, both these attempts to justify the stigmatization of fatness fail. (shrink)

Social thinkers frequently remind us that people differ in their views on what constitutes personal well-being, but that even when they don't differ, they disagree over the extent to which one person's well-being can be permitted to be traded off against another's. In this paper I show, by offering an account of the development of development economics, that in professional debates on social policy, economists speak or write as though they agree on values but differ on their reading of facts. (...) A number of ethicists have concluded from this near-exclusive interest in facts that modern economics must be an ethical desert. It is shown here that the reason research economists analyze facts rather than values is that modern economics is built on broad ethical foundations, capable of being reduced as special cases to the various ethical theories that are currently on offer. Ethics has taken a back seat in modern economics not because contemporary economists are wedded to a “value-free” enterprise, but because the ethical foundations of the subject were constructed over five decades ago and are now regarded to be a settled matter. In cognitive science, there are many computational theories regarding the function of the mind; connectionism is one of them. Connectionist networks are intricate systems of simple units related to their environment. Some have thousands of units, but those with only a few units can also behave with surprising complexity and subtlety. This is because processing occurs in parallel as also interactively, in marked contrast with the serial processing to which this is accustomed. In the first section of this paper, I (...) intend to describe a simple network that illustrates several features of connectionist processing. Secondly, I would like to examine its relation with other areas in realm of cognitive science. Thirdly, I shall make an attempt to find out whether this theory contributes to the replacement of folk psychology. Lastly, I find that connectionist thus fails to account for the real nature of the mental states because of its not too clear attempt to reduce mental states to the machine states. The mechanistic theory of mind in all its hues faces the question as to how we can account for the qualitative content of our consciousness. It cannot ultimately tell us how the subjective experience is possible and how consciousness to be real feature of universe. (shrink)

The contemporary discipline of biolinguistics is beginning to have the feel of scientific inquiry. Biolinguistics--especially the work of Noam Chomsky--suggests that the design of language may be "perfect": language is an optimal solution to conditions of sound and meaning. What is the scope of this inquiry? Which aspect of nature does this science investigate? What is its relation to the rest of science? What notions of language and mind are under investigation? This book is a study of such foundational questions. (...) Exploring Chomsky's claims, Nirmalangshu Mukherji argues that the significance of biolinguistic inquiry extends beyond the domain of language. Biolinguistics is primarily concerned with grammars that represent just the computational aspects of the mind/brain. This restriction to grammars, Mukherji argues, opens the possibility that the computational system of human language may be involved in each cognitive system that requires similar computational resources. Deploying analytical argumentation and empirical evidence, Mukherji suggests that a computational system of language consisting of very specific principles and operations is likely to be involved in each articulatory symbol system--such as music--that manifests unboundedness. In that sense, the biolinguistics approach may have identified, after thousands of years of inquiry, a specific structure of the human mind. (shrink)

Peter Thomas’s criticism of arguments advanced recently of an era of “post-hegemony” in Western democracies may be extended by considering the experience of post-colonial Asia and Africa. Reviewing the use of the Gramscian concepts of consent and passive revolution in the study of modern South Asian history, this paper argues that both of Gramsci’s objectives –a general theory of power and the analysis of historically contingent and strategic politics– can be retained to yield valuable analytical insights. The paper concludes that (...) rather than focusing on whether the analysis of hegemony can remain true to Gramsci’s text, one can put the concept to analytical use in explaining political change in different parts of the world today. In the years since it was published, as nationalism unexpectedly came to be regarded as an increasingly unresolvable and often dangerous "problem" in world affairs, Benedict Anderson has continued to analyze and reflect on the subject, adding two brilliant chapters (...) to his highly acclaimed book and writing several new essays and lectures. Some of these have been brought together, along with a series of essays on the history and politics of Southeast Asia, in The Spectre of Comparisons. The publication of this volume provides an opportunity for other scholars in the field to reassess the work of, and pay tribute to, a major intellectual of our time. 1 Theoretically, the most significant addition that Anderson has made to his analysis in Imagined Communities is his attempt to distinguish between nationalism and the politics of ethnicity. He does this by identifying two kinds of seriality that are produced by the modern imaginings of community. One is the unbound seriality of the everyday universals of modern social thought: nations, citizens, revolutionaries, bureaucrats, workers, intellectuals, and so on. The other is the bound seriality of governmentality: the finite totals of enumerable classes of population produced by the modern census and the modern electoral systems. Unbound serialities are typically imagined and narrated by means of the classic instruments of print-capitalism, namely, the newspaper and the novel. They afford the opportunity for individuals to imagine themselves as members of larger than face-to-face solidarities, of choosing to act on behalf of those solidarities, of transcending by an act of political imagination the limits imposed by traditional practices. Unbound serialities are potentially liberating. As Anderson quotes from Pramodeya Ananta Toer's novel Dia Jang Menjerah, which describes such a moment of emancipation experienced by one of its characters:By now, Is knew the society she was entering. She had found a circle of acquaintances far wider than the circle of her brothers, sisters and parents. She now occupied a defined position in that society: as a woman, as a typist in a government office, as a free individual. She had become a new human being, with new understanding, new tales to tell, new perspectives, new attitudes, new interests--newnesses that she managed to pluck and assemble from her acquaintances. [qtd. in Spectre 41] Bound serialities, by contrast, can operate only with integers. This implies that for each category of classification, an individual can count only as one or zero, never as a fraction, which in turn means that all partial or mixed affiliations to a category are ruled out. One can only be black or not black, Muslim or not Muslim, tribal or not tribal, never only partially or contextually so. Bound serialities, Anderson suggests, are constricting and perhaps inherently conflictual. They produce the tools of ethnic politics. [End Page 128]I am not sure that the distinction between bound and unbound seriality, despite its appearance of mathematical precision, is the appropriate way to describe the differences in political modalities that Anderson wants to demarcate. It is not clear why the "unbound" serialities of the nationalist imagination cannot, under specific conditions, produce finite and countable classes. Explaining unbound seriality, Anderson says it is that which "makes the United Nations a normal, wholly unparadoxical institution" [29]. But surely, at any given time, the United Nations can have only a finite number of members. And that is because, with its explicitly laid-down procedures and criteria of membership, the imagining of nationhood has been reduced to the institutional grid of governmentality. Again, if by revolutionaries we mean those who are members of revolutionary political parties, then the number of revolutionaries in a country, or even in the whole world, will also be finite and countable, in the same way that the census claims to provide a figure for, let us say, the number of Hindus in India. There is a long-standing myth that the history of modern India was foretold at the beginning of the nineteenth century by British liberals who predicted that the enlightened despotic rule of India's new conquerors would, by its beneficial effects, improve the native character and institutions sufficiently to prepare the people of that country one day to govern themselves. Lord William Bentinck, a disciple of Jeremy Bentham, while presenting as governor-general his case for the opening up of India to European settlers, (...) speculated on the possibility of “a vast change to have occurred in the frame of society . . . which would imply that the time had arrived when it would be wise for England to leave India to govern itself”, but added that such change “can scarcely be looked for in centuries to come”. The doctrinal basis within liberal theory for justifying a democratic country like Britain exercising despotic power in colonies such as Ireland and India was securely laid out by mid-century liberals such as John Stuart Mill. The project of “improvement” was revived at the end of the nineteenth century by Gladstonian liberals who inducted elite Indians into new representative institutions based on a very narrow franchise in preparation for some form of self-government. When power was ultimately transferred to the rulers of a partitioned subcontinent in 1947, the history of liberal progress in India was complete. The storyline was laid out, for instance, in Thompson and Garratt's Rise and Fulfilment of British Rule in India or in Percival Spear's revised edition of the hugely successful textbook by Vincent Smith. Even nationalist Indian scholars adopted at least a part of this story, nowhere more so than in the histories of constitutional law which traced the foundations of the postcolonial Indian republic to the progressive expansion of liberal state institutions under British rule. In the past few decades, there has been a growing literature on relational egalitarianism. Relational egalitarianism is a view on the nature and value of equality. In contrast to the dominant view in recent debates on equality—distributive egalitarianism, on which equality is about ensuring people have or fare the same in some respect—on the relational view, equality is a matter of the terms on which relationships are structured. But what exactly does it mean for people to relate as equals? And (...) why are relations of equality valuable? Relational egalitarians have offered quite different answers to each of these questions. In this article, I draw attention to some key issues that underlie these disagree- ments, and I offer a taxonomy of different viewpoints that have emerged in the recent literature on these matters. This article reports on a conversation convened by Quentin Skinner at the invitation of the Editors of The Journal of Political Philosophy and held in Cambridge on 13 February 2001.

The Coase theorem is argued to be incompatible with bargaining set stability due to a tension between the grand coalition and sub-coalitions. We provide a counter-intuitive argument to demonstrate that the Coase theorem may be in complete consonance with bargaining set stability. We establish that an uncertainty concerning the formation of sub-coalitions will explain such compatibility: each agent fears that others may `gang up' against him and this fear forces the agents to negotiate. The grand coalition emerges from the negotiations (...) if each agent uses the principle of equal relative sacrifice to determine the actual allocation. We also establish the rational basis for the choice of the principle of equal relative concession by the negotiating agents. Hence we argue that the Coase theorem will be valid even if there are stable sub-coalitions. (shrink)

We review the present status of wave-particle duality of single-photon states in the context of some recent experiments. In particular, Bohr's complementarity principle is critically reexamined. It is explained in detail how this principle is confronted in these experiments and how a contradiction with the notion of “mutual exclusiveness” of classical wave and particle pictures emerges.
